I can't figure out how I could make the icons larger and its making my head hurt. I cant see anything.
There is no UI scaling in CS6 for Windows.

An Icon has few pixels you can enlarge the a little bit however if you enlarge then really big the quality will not be good. Also check the icon file well, some icon files contain multiple versions of the Icon that have different sizes..

If you mean the interface (tools etc) , and you are using the current CC version of Photoshop :
Go to Preferences , Interface, UI scaling. You have a choice of 100% or 200%. Auto just picks one of those two, There is currently no "in between" setting
You will need to restart Photoshop after clicking OK.

I just did the registry workaround and it works great! i have a high resolution laptop screen and the tool icons are perfectly readable.
