How to change aspect ratio from original 3x2 to a horizontal 4x5 in Photoshop CC 2022

I had used CS6 for years; now I'm using CC 2022.  When I change the aspect ratio to 4x5 (8x10), it makes it vertical, where CS6 used to make it horizontal.  I can't figure out how to make it, if this would yield what I want, 10x8.  Any help would be much appreciated!

If you're referring to the crop tool, you can use the swap icon to convert to a horizontal format.
