I am sure I am missing something, but no matter what I do if change the canvas size it changes my image size. If I change the image size first it eliminates the canvas dimensions. What am missing.

In many ways, image size and canvas size do reflect the same base data, however, they are both used for different things.

It's all about pixels.
Basically, it reflects the two distinct meanings of the term "resolution". It can either mean total number of pixels regardless of area, or it can mean number of pixels within a given area.

So if I want change my image size to 7.60 w x 9.6 h and then change the canvas size to 11 w x 14 h, how do I accomplish that?

First set image size, then canvas size.
Watch the ppi setting to make sure you have enough pixels.
