How to change or remove Panel Menu shortcuts

For example would like to remove the F6 color panel shortcut, so I can utilize that and the others for actions.

Thought this should be easy all I need do is edit >> shortcuts >> switch to the panel menus. But no shortcuts there????  I must be missing something as why can I not find F6 or any of the others? Default keyboard shortcuts in Adobe Photoshop

The shortcuts for displaying panels are under Application menus > Window.

The panel menu shortcuts are for the flyout menus on the panels.
