Can anyone tell me how to change this background from Tan to A White Background please?

You can use the Levels adjustment to blow out the tan leaving you with a white background.
Click the white eyedropper then select the tan background. If the black gets washed out, do the opposite and choose the black eyedropper and select the bold text at the bottom.
The only issues I see is you lose anything white on the page including the Food Pantry information. You may need to retype that back in using darker text after you convert.
