This look like it would be a good tool: https://www.fontself.com/

A little more technical: GitHub - adobe-type-tools/opentype-svg: Tools and sample files for making OpenType-SVG fonts

Free from Microsoft: Get OpenType SVG Font Editor - Microsoft Store and so info on using it: GitHub - Microsoft/OpenType-SVG-Font-Editor: A user-friendly tool for adding SVG to OpenType fonts

Since SVG is a Vector format, you'd likely want to us Illustrator (although Fontself does have a Photoshop version). You mig

Hm, interesting, thanks.. But guy who created the font like this said : (https://creativemarket.com/SamParrett/1984623-Avallon-OpenSVG-Font-%E2%80%A2-30-Off%21 ) Do you think he use Fontself?

The OpenSVG format requires Photoshop CC 2017 or Illustrator CC 2018 (or newer). Regular TTF format also included (widely supported).

Hey guys, so you may have heard about the new font format on the scene, OpenSVG or Colour fonts. This new format is really exciting because it means we can start adding much more detail to the letters than previously possible. Avallon is my latest handpainted brush font, and my first which makes use of this new technology, by using actual brush stroke images with incredible definition. With this font you get an amazing paintbrush effect built in, as a transparent texture, with no extra work required. (I know, it's awesome).

Another great thing about OpenSVG formats is that they install and work like any other font, and can be used in any colour, on any background. Check out the tutorial video above to see how it works!

This guy isn't telling you how to make fonts. He's telling you how to use them (that is, get Photoshop CC 2017 or Illustrator CC 2018 or later). So that you will buy his work. Just as any other font seller doesn't tell you how to make fonts. You could ask him, though, what he uses.

There are several font editors available, but since OpenType SVG is fairly new, not all of them support it yet. A couple that do are FontLab Studio, https://www.fontlab.com/font-editor/fontlab-studio/, a 600-pound gorilla, for Mac and Windows, and Glyphs, https://glyphsapp.com/, which is Mac only.

Some other font editors will import SVG, but do not support colors and gradients. Font editors are mostly aimed at professional type designers, and are rather specialized, with support for creating kerning tables and side bearings and the like. Some, like FontLab Sutdio, are pretty expensive, so they're not for just messing around.

I think that I am going to give Fontself a try myself.
