How to disable AI generate tools in Photoshop 2024 / 25.0? The only reason is it makes my desktop slow and stuck.

Generative Fill cannot be disabled, but you don't have to use it. Start by turning off the Contextual Task Bar. If you need it later, you can find it in the Window menu.
If your computer is slow and stuck, it may not meet the system requirements for Photoshop 25.1.

Look especially at your GPU. Do you have a GPU with DirectX 12 support AND a feature level of 12.0 or later? The feature level is required.

My display card is a GTX 1050Ti which is exactly 7 years old (launched in 2016). I'm not sure if it meets the minimum requirements.
In fact my drawing experiences a delay of 0.5-1 second at every step due to Generative Fill. Is there a possibility of getting a new feature that disables it?

There is option in Preferences > Technology Previews > Older GPU mode (pre 2016). Your card is exactly at the edge, try to turn on that feature and see if there is any difference.
Many things play role like CPU, GPU, RAM amount and speed, available disc space and whether system, actually scratch disc is newer generation or not, even and PCI Express version. You must take in account everything before deciding what to upgrade in order to see real improvement.

Agree with Jane. If you have slowdowns, that's not the reason.
Please post Help > System Info.
