How to export layer via X and Y coordinates.

 I'm looking to export a layer while having the layer stay true to its X and Y coordinates when it's imported back into a new photoshop file. Is there a script that can do this?

If you have a layer with transparency that is getting trimmed to the size of the content and not the full size of the document, then instead of exporting the layer, save the layer as a PNG (File > Save a Copy... and set the type to PNG). Then the PNG will retain the layer's size and position relative to its original document size.
