Hi I am trying to recreate a graphic art piece that looks low res and similar to the following 3 photos. The last one is me trying to practice with dust and scratches and noise / pointillize in photoshop, but it just isn't looking right. Any suggestions would be appreciated! Thanks.

Resample a couple of times and crank jpeg compression all the way up (quality 1-3), and you're good to go It will look horrible, guaranteed...

Or you could use Free Transform to downsize
And the Free Transform it back to its original size. That would mess it up nicely as well.
Or Camera RAW > fx > Grain
It's one of my favourite methods of applying texture.

I was reading one of those trashy online celeb magazines recently, and it said that Lucille Ball had a mean streak a mile wide. A bit off topic methinks.

Trevor, I am shocked, simply shocked, twice: that real-life Lucy had a mean streak and that you read trashy celeb magazines!
