How to make a smart object layer from a selection, rather than the whole frame

Is it possible to make a smart object layer from a selection, rather than the whole frame? I want to apply a Camera Raw filter effect to a feathered selection, but not to the entire frame.

Duplicate the layer and convert. Then mask it with your feathered selection.
