Hello,

1-In my project I selected an area but when I try to apply fx or blendings to that area it will

    affect the whole layer.

but when using a filter it has the ability to affect only the selection area. I tried to add mask

2- then I right click on the selection area & a pop up menu comes I don't know what this pop up is for

but after that applying FX will still affect all the layer.

How can I apply FX or adjustment layer changes to specific slelection.

The fx you're applying are Layer Styles--which as the name suggests, affects the whole layer. If you want to apply a Layer Style to a particular area, you could make a copy of the layer above the original, make a selection that you convert to a Layer Mask, and apply the layer style to that layer. The Layer Mask will hide the part of the layer where you don't want the effect.

The pop-up that you showed after that is the Select and Mask workspace. It's a place where you can modify and refine the selection that you made. After exiting that workspace you can use that modified/refined selection on your layer.
