I'll add the Kyle Webster Mega-Pack to the useful brushes.  They are available from the brush right click menu and Get More Brushes.

CC 2018 lends itself to this style of painting because the brush panel now incorporates Tool Presets

This means you just need to select an appropriate preset, and the tool it is optimized for will automatically be selected.

This is much better than selecting the smudge tool, setting a strength and other parameters and hoping it will work for you.

The down side of this is that there are _way_ too many presets in the Mega-Pack, so you need to practice to see which presets suit your style of painting, and make a favourites folder to copy them into.

You might also like to check out Krita.  It is completely free.  A lot of people prefer it to Photoshop for digital painting, and there are lots of tutorials for it.
