Open the file and lock the transparency of the layer. They you can fill it with any color you want. Or you can create a color layer above the original layer and clip it to the line layer.

That's interesting. I pasted the image into Photoshop and it had a black background, but pasted to your post in the forum, the background was white. We can see more of what is going on against white I am thinking. I'm going to go with a Hue/Saturation layer.
