How to reduce/remove light streak

Hi there I have these pics from my camera roll. How can I remove these light glares?? I've ever edited something like this and already tried spot healing brush and dehazing the pics in Illustrator. Still couldn't figure it out.

Does this only happen with one camera?

Do you have a filter fitted to your camera lens?

Is the lens front element dirty?

This was taken on an iphone camera and are the only pictures I have. I need to reduce the glare and edit this pictures for a project. Thanks!

Just and idea, I don't know if it would work: use the Motion Blur tool somehow to construct masks for an adjustment layer of some type.
