How to reduce/remove light streak

Hi there I have these pics from my camera roll. How can I remove these light glares?? I've ever edited something like this and already tried spot healing brush and dehazing the pics in Illustrator. Still couldn't figure it out.

Just and idea, I don't know if it would work: use the Motion Blur tool somehow to construct masks for an adjustment layer of some type.

Does this only happen with one camera?

Do you have a filter fitted to your camera lens? 

Is the lens front element dirty?
