How to unlock ratio?

I tried to transform my image with a different ratio or whatever I want to change but it keeps its ratio that I can not make it as a long line or different size like square or rectangular. After 2019 CC, it keeps bothering me.

Any idea how to resolve this?

Normally I like to see circle round not ovals  and people not short and fat or tall and thin I guess one may want to stretch a car into a limo
