Is there any way to update Photoshop files created in 1995?
Yes, you open those old files in Photoshop. And then edit them. PSD files can always be opened in Photoshop.

I haven't been able to get them to open in the current version of PS. That's why I am asking. I can open them in Photopea but not in PS.

That's strange. Do you have an example that you can share? Does Photoshop pop up an error message?

Do they have a .psd extension?

What operating system are you using?
Maybe they are the old photoshop 2.0 format, which new versions of photoshop no longer support or they are psd files, but don't have a psd extension if they were saved from a mac version of photoshop?
If you could possibly post one of the files on a site like Dropbox, then one of us could try opening the file.

Yes, how are you opening the files? Have you tried dragging the psd files into the (empty) Photoshop window? Or via File->Open?
Double-clicking might not work under circumstances.
