I have Photoshop CC 2015. How to update *everything* to 2019

UPDATE: 2015.5. Tools, settings, workspaces, menu shorcuts, keyboard assignments, function keys, interface prefs, etc etc WERE NOT COPIED or respected by any methods I have used. Adobe MUST realise that we want to keep the 100 hours of customisation that we have setup during the last 15 years.
I just tried to do the update to CC 2019 using the installer with options to keep my settings, but it did not take my workspaces, my actions, my colour palettes, etc
How do I get from 2015 without ten hours of recreating MY PERSONAL settings in 2019?
Do I need to delete/remove all of 2019 and try again somehow?
HELP !

I could not find Edit > Presets. I think you have to close the BIG welcome window that pops up with info I don't want. I just want my 2015 in 2019. I did close this window and find the Edit > Presets and went to import them all (takes a while)

I'm on Windows so if you're on a MAC this won't be any help, the location for the settings are here
C:\Users\yourname\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings
Not sure if over writing the settings from 2015 to 2019 will work as I never tried it

Ahem. Very tricky. I had exported them out a few years ago from 2015.5, same as now. But apparently not. The Adobe engineer in chat worked with me for over an hour online, and realised that the ones I had already exported did not benefit from an old update to 2015.5. Once we re-exported, the files were good, and I was able then to re-import them.

I am finally on 2019 now. It was an incredible mess. Constantly hunting files in obscure library folders, exporting workspaces and keyboard shortcuts and application shortcuts and actions and tool presets again and again from PS 2015. There are still things missing.
This is an inexcusable nightmare for something I pay £10 per month for. There should be a CLEAR step by step set of instructions that FIRST SAY WARNING THE MIGRATION OPETION only does a little of what you want.
Software that is 30 years old should have managers that understand real customers better.
