I live in Iran and don’t have a Visa, MasterCard, etc. Can I get Photoshop on a computer?

First post here. The title says everything. I live in Iran and due to sanctions, don't have a credit or debit card. I often visit Dubai for vacation, can they install Photoshop for me? I also have access to Apple gift cards, that is if there is a way to access Photoshop by transferring it from IPad to desktop.
