In your original screenshot you explicitly indicate the scroll bars and the rulers, not the interface color.

You need to take the time to explain clearly what the problem is. We can't read minds.

I suspect terminology is making your question a little unclear.

The UI (user interface) IS the interface color.

Are you trying to change the color of the scroll bars?
