Do you want to create short video with music? It is possible in Photoshop. 

 

  • Open image.
  • Open Window > Timeline.
  • Click Create Video Timeline.
  • Adjust video lenght.
  • Click musical note sign in Timeline and choose Add Audio.
  • Navigate to audio file and double click on it.
  • Adjust audio lenght.
  • Export video.

You can use many applications to add audio to a still image, but for you to preserve it that way, it can no longer be stored in a still image format. You must use a format that is able to also store audio in the same document. (For example, JPEG cannot store audio.)

 

The easiest way to do this would be to save your narrated photos in a movie format. For example, you could use a simple video editing application (such as Adobe Rush or Apple iMovie, or even the Timeline in Photoshop) to create a document containing only a still image and audio. Then you export that in a common video format such as H.264/MP4. Almost any device today can play back that format: computers, phones, and (through their USB port) many TVs.
