Suddenly, when I import an image, it loads mostly offscreen and it is unresponsive to repositioning. I cannot center it into the workspace. Even when I Fit on Screen, I only get part of the image, the rest of it bleeds off the top of the workspace.
In a first step I would try to reset the Photoshop preferences

Another try is to deactivate the using of the GPU Processor.

Importing or placing an photo image into the photoshop workspace so as to be able to manipulate the image using the various tools of Photoshop. When I import this image into Photoshop, normally I see the whole image and can retouch immediately. Suddenly, when I import a photo, it appears as it does in this screenshot. I cannot see the whole image, I cannot move the image down to center it in the workspace, I cannot zoom out or fit in window, and I cannot use any of the Photoshop tools on it. It doesn't seem to be recognized as an image (and it's just a normal jpg).
