I've had the same problem. Use the Adobe Creative Cloud Application to uninstall Photoshop. When asked, keep preferences! After this reinstall Photoshop again. Thsis has helped in my case.

If this doesn't help the nest step is to reinstall both apps Lightroom and Photoshop. Please follow the steps below:

1. Open the Adobe Creative Cloud Desktop Client and uninstall both Photoshop and Lightroom Classic. When asked, keep preferences!

2. Install Photoshop first and then Lightroom Classic. The right order is very important here!

If this doesn't help try the reinstallation with removing the preferences also.

I have the same problem with PS v.26.5. However, if i convert the raw to DNG the photo will open in PS. Adobe need to fix this asap.

Have tried this multiple times:  Keeping Preferences; Deleting Preferences; Deleting BOTH (PS & LR) and Reinstalling; only deleting Photoshop, then resinstalling; etc. etc.

Have reinstalled in the recommended order (PS first; LR Second).

Bottom line:  Still broken.  After working on a file in LR, then clicking on the option to edit the file in PS -- which had,  previously, worked just fine for a LONG TIME -- Photoshop will open BUT the file will NOT.

(Note:  There have been updates to PS and LR within the past week or so.)

I've seen a variety of well-meaning (but dubious) suggestions, e.g.:  Delete PS and/or LR and attempt to go back to an older version; Give Up on the fielded version and take a chance with a beta version; Delete Photo Raw; etc.

Bottom line is, a LOT of people seem to be struggling with these Adobe software products, but one or more of them still seem to be broken.  It would be awesome to hear from Adobe with a no-kidding solution to this vexing problem.  This has me, once again, contemplating the alternatives to Adobe.....

Unfortunately you don't gave us any informations about your installed versions of Lightroom and Photoshop.

If you've installed the latest version it's possible you're running into the issue with some signs in the pathname.
