It seems that you may have a problem with Line and character spacing in Adobe Photoshop For example, you may have leading set to 0. One way to clear problematic settings is to reset the Text tool. See Tutorial: How to Reset a Photoshop Tool - Pixel Training

Also, make sure that you have the "Middle eastern features" enabled in Photoshop. Refer this article for more details Arabic and Hebrew type in Photoshop
