ippiCopy_16s_C1R_L: The specified procedure could not be found
I got abouve error mesage when try to open photoshop. 
How can I solve this issue?

First time it shows two  dll file missing. I download it and copied to photopshop folder (ippcvm7.dll and ippim7.dll)

These missing DLL errors are due to your system not meeting the minimum system requirements, copying and pasting the DLL's would pop up other errors as you are encountering. See the following link for details on these DLL errors

I purchased this just yesterday; installed today.  I get the same ippcvm7.dll error.

Despite it obviously not working, I go to Creative Cloud Desktop, click "Learn More" next to the Photoshop Desktop link, and I'm told, quite clearly, it will work on my PC.

It's wrong, of course. 

So what do I do?  What version(s) can I roll back to?  I see 21.2.5 is the oldest version offered.
