Is Creative Cloud/PS capable of changing the .NET Framework?

I'm posting here because there are only 4 topics to choose from in the Creative Cloud forum and non pertain to the problem and you can't post without a Topic

 

I have been having a problem on a W7 64 bit computer running Photoshop Photographers plan. It seems it is all about swapping (uninstalling) 2015 & 2017  Redistributables (x2 for 64 bit) for 2015-2019 Redistributabe (x2)
and some missing .dlls, specifically  AdobeIPCBroker.exe : 'This program cannot start because MSVCP140.dll is missing from your computer, try reinstalling the program...'  They are where they should be! When the two MSVCP140.dlls are replaced by new ones downloaded from the net it is followed by AdobeIPCBroker.exe : 'This program cannot start because VCRUNTIME140.dll is missing from your computer, try reinstalling the program...'  This happens when ever I start Creative Cloud, try to repair it, or even try to uninstall reinstall.
I have done many system restores replacing the newer with the older versions, turned off updates so it cannot change them back to the 2015-2019 version yet it does everytime I initiate CC?
How can CC change the .NET Framework without Microsoft?  I have a similar post in Sevenforums.
Any help would be apreciated.

You mention the .net Framework, then some DLLs which are the C++ runtime. These are absolutely different things (by definition), which one is your issue? Also where exactly do you download the DLLs you mention?

I thought that the Redistributable s were partof the framework and that the dlls in question were part of the 2015 Redistributable

So the problem is the changing Redistributables and the missing dlls.  I just did a system restore and while it reverted to the 2017 the 2015 Redistributable is not listed as installed in Programs and Features.  This is probably why the last atempt came up with missing dlls.  They are missing.  I was about to restore further back to try and find themmaybe I can just download, install them and see what that gives me.

Ok, NEVER NEVER download "loose" DLLs from those sites on the internet. Many of them exist only to infect you with malware. Also, because you don't install them properly, the system will be confused about the versions installed and may do all sorts of weird things. The .Net framework is part of the system, and protected, but the C++ redistributables are not. Download from Microsoft and absolutely nowhere else, I hope no damage is done. https://www.microsoft.com/en-GB/download/details.aspx?id=48145

Thanks it was a bit of a circle between System restore and an update.  There was a install of the 2015-2019 Redistributable in the System Restore, it seems it was Creative Cloud.  There must have been some sort of coruption during this action which just kept reoccuring.  In the end I did a complete uninstall/reinstall of all Redistributables then manually uninstalled all remaining Photoshop, Bridge and Lightroom and still a few more Creative Cloud files and a clean install of Creative Cloud seems to have worked.
