Is it possible to render layers with effects in export plugin?

We have a plugin that parses all the layers and does some work to reduce their palettes and then export the layers as individual files. However what we have not been able to figure out is if there is a way to get a single layer and all the effects that are applied for rendering?

You can get the single layer, documentInfo pointer there is a linked list.

You cannot get the effects on the layer. You will only get the resulting pixel values from the documentInfo pointer.
