Is still needed a pro card to use photoshop in 10bit mode on windows 10?

In the case of NVidia, a Quadro is no longer needed. I use 10 bit via an RTX2080ti and Eizo monitors

As long as the monitor supports it, of course.

 

You still have to set it in the Nvidia control panel, it defaults to 8 bit:

Are you sure about it? Because it is possible to select 10 bit in PS and
set 10bit color in Nvidia or Amd control panels and Photoshop still run in
8bit.

When I checked the issue was that ps needed 10 bit color depth in opengl
while the 10 bit of Nvidia and amd are related to DirectX

That's true. Often 10 bpc refers to DirectX, not OpenGL 10 bit support which is required in Photoshop. But as Dave says, the Nvidia studio drivers for GeForces support 10 bits in Photoshop. Don't know about AMD.
