Is there a way to disable the blue selection in the dropdown menus?

This blue border is very annoying whenever you try to work in Photoshop. After selecting in any settings in any dropdown menu; whether it be selecting an effect in the layers menu or color correction menu, this little blue border sticks around.

Also, if you don't or forget to press the Enter Key or Esc; it'll make a Windows error noise every time you try to click away from it.

Is there a way to disable this 'last selected' feature or whatever it's called?

That's an old Windows bug, not Photoshop's, from what I know. Based on that knowledge, I don't think Adobe's engineers can do anything about it.
