Is there a way to pan while the canvas is zoomed 100%

I'm able to pan the canvas around while it's zoomed +100%. But as soon as I zoom out far enough so I can see all edges of the canvas at once, the canvas locks into the center, and I can no longer pan around. Is there a way to disable this locking?

 

This get's annoying when I'm trying to draw something on the far edge of the canvas while also wanting to stay zoomed out. I want to place the area that I'm working on at the center of my wacom tablet (actually more towards the right since I'm right-handed), but since I can't pan it, I have to draw at an awkward position. 

 

If there isn't a way to disable this locking, then this may as well be a feature request.

If I’m understanding the problem correctly, see if this addresses it:

Open the Preferences dialog box in Photoshop, click Tools in the left sidebar of the Preferences dialog box, then make sure the Overscroll option is enabled.

What is there to pan if you can see all of the image on screen.  You may be able to scroll the image it you check your photoshop preferences overscroll check box.  I do not know for sure I do not set overscroll.image.png

You can also go to View>Full Screen Mode With Menu Bar (the F key cycles screen modes) and documents will pan with the whole canvas visible on screen.
