Then transform with Ctrl+T (and confirm).
Then Shift+Alt+Ctrl+T
The result is the same.
Transform and copy again works for me with Ctrl+Shift+T without ALT as you have mention. You need to transform object
1. Create object
2 Transform object
3 Confirm with "Enter"
4 Ctrl+Shift+T (transform again and duplicate Selected layer)
If it not works for you try to reset preferences to default.

I always use a slightly different workflow.
Instead of Ctrl+J ->
activate the layer with the square
Ctrl+T with your settings
Ctrl+Z
Shift+Alt+Ctrl+T (as often as necessary)
This creates a copy of the layer and at the same time applies the last transformation values used.

Hi Ares,
Without Alt, the transformation is only repeated for the same object (but no copy is created).
This behavior has been the same for years.
What other setting do you have?
