Issue with the UI being reset after an error upon starting....

So there is a bug in my installation.  Recent update I guess.  One of the reasons why I don't really like updates all the time is that eventually some code monkey messes everyone up by NOT actually fixing what needs fixing and breaking folks installations.  SO now I have this issue.  The notice you see below is only a small thing.  The larger thing is that PS now resets my ENTIRE layout back to default.  I have had a custom layout for years now and now it's all gone.  I redid the whole thing earlier today thinking it was just a glitch but nope, now upon restarting up PS I see that it's back to the default layout again.  

 

This needs to be looked into and fixed pronto.  I've no time for issues like this!

It's over a gig, so are the specific files you need to look at?  Maybe I have the wrong path that I need to get these files from? 

 

My path I'm looking in is: C:\Users\xxxx\AppData\Roaming\Adobe\Adobe Photoshop 2022

Close Photoshop and try deleting the Gradients.psp from the following location, it will be recreated when you launch Photoshop again.

C:\Users\UserName\AppData\Roaming\Adobe\Adobe Photoshop 2022\Adobe Photoshop 2022 Settings

Didn't work, PS isn't recreating the Gradients.psp file either so something is corrupted in the installation.  Should I just uninstall and reinstall or are there any other things I can try to correct this?

Didn't work.  I uninstalled and am reinstalling.  I have all my presets backed up so no worries there!

Reinstalling worked.  Back up and running.  Yea, so I gotta put my UI back to where I like it, it's ingrained in my head so that's cool.  Not sure what happened.  I knew something was up like if I hovered over a tool usually the shortcut would be presented but it was a blank square so that was a sign things were going sideways but I chose to ignore that as it seemed not important.
