Unable to fill selected area with colour. What to do?

Your layer is a solid color. You need to rasterize it to pixels to be able to use selection-based fills.

How do I reasterize it to pixels?

The fill layer has a mask. The mask determines which areas will be filled with color and which will not. Switch to it without removing the selection and fill the area in the mask channel.
