JavaScript code was missing

I was trying to do a photo merge and this error message poped up,

JavaScript code was missing.

What do I need to do th fix this issue. I am guessing I need to reinstall photoshop?

I have this problem too with Photoshop Elements 2024.  Program loads, but photomerge says "Javascript was missing".  I tried re-installing, and it did not fix the problem.
