Keep document centered after cropping (not using the crop tool)

I am using the latest version of Photoshop V.27.1.0.  I have Win11.  Now when I try and use the rectangular Marquee Tool, I only get a very small square.  I can no longer adjust the size of my rectangle, I am stuck with this little square and I don't know why nor can I get out of it.  I have to change over to the oval tool and click on my image to get rid of the little square marguee.  This only started after I updated Photoshop a few days ago.

If that doesn't help, try manually resetting your Photoshop preferences
