Keeps scrolling in Photoshop - glitch/bug

Photoshop thinks I'm scrolling constantly - when I press shift it goes all the way to the left, when I hover the mouse over the layers it scrolls all the way to the top constantly. (Only happens in Photoshop)

 

I re-installed and restarted the computer, nothing helps. What do I do????

I have the same problem and turning overscroll on or off doesn't fix it. Extremely annoying!

I've tried turning flick panning on and off. 

Now I reset preferences and will see if that fixes the scrolling problem. 

It mainly happens when I make a selection and then do Content Aware Fill. Photoshop arbitrarily scrolls to another part of the image.
