I have only recently returned to Photoshop and Lightroom after several years working with other workflow and pixel editor tools. What brought me back was the rich selection of extensions and plugins for Photoshop, many of which will not work with any other editor. In re-learning Lightroom I began to wonder if it was possible to create user customizable keyboard shortcuts as I had become a bit annoyed at having to right-click and select Photoshop every time I wanted to use it from Lightroom. A double-click worked in Bridge to call PS so I did not see why it should not also work in LR. In any case I started to look for a customizable keyboard file or folder for LR on my Mac and, while looking, I found the following folder:
/Users/user_name/Library/Application Support/Adobe/Adobe Photoshop CC 2018/Presets/Keyboard Shortcuts
It was not for Lightroom, and it was empty, but its existence made me think that perhaps it was possible to configure user keyboard shortcuts to replace those used by Photoshop and, by extension, the same might be true for Lightroom. I posed the question on the Lightroom forum and was told, I am sure correctly, that it was not possible to customize the keyboard shortcuts for Lightroom. That was a disappointment, but it still made me wonder if it was possible for Photoshop itself, and hence this question.
So, is it possible to create user defined keyboard shortcuts for Photoshop? While I can not find any Preference setting that would allow me to do that, and while I assume it is not possible, given that it apparently is not possible in Lightroom, the existence of the folder above makes me want to at least ask.

Photoshop is easy, just go to Edit>Keyboard Shortcuts.
Lightroom is not as easy, but it can be done.

Thank you. I did not see that, probably because I expected to see it under Preferences.
