Layer Effects Rendering Differently at Different Magnifications

In a mutli-layer document where I have applied the Drop-Shadow layer style to a layer, it is rendered completely differently at different magnifications. The magnification level that your view artwork at should never have any effect on the display of layer styles. They should not be related.

This was an image I was playing with when I noticed the problem. Notice the drop shadow gap behind the upper left corner of the P? No matter what magnification level I view this file at, there should be a gap there. This image is at 66% magnification level.

this next image is a screenshot at 25% magnification. Notice the shadow of the P is way off? Also, the bottom of the shadow is cut off.

But here is the image at 100% and it is back to normal. I did some minor troubleshooting in an attempt to isolate the problem but got sidetracked. It pretty much makes it impossible to rely on unexpanded layer styles

Do I need to submit a bug or is someone going to try to convince me that this is the way the developers wanted it and that there's nothing wrong,

It is a bug in the new compositing. Go to Preferences- Performance and check 'Use Legacy Compositing.
