Layer visibility problems in latest update

Since the latest update to Photoshop (21.2, on Win 10), layer visibility is messed up. Cannot toggle some layers off, and when moving a layer, an image of it is left behind (though turning off a lower layer sometimes deletes that temp copy). This has made Photoshop virtually unusable. Short of uninstalling and reinstalling the app, does anyone have a clue how to fix this?
