Why does Adobe insist on taking perfectly fine mechanicisms that need no change and making them annoying, then hiding the setting to put it BACK under something labeled as "Legacy?" I can't stand the "new" and "improved" free transform that always assumes I want it exact scale. Literally no program I know works this way, it's been "Hold Shift for Exact Scale" in every program forever that I can remember. Why did Photoshop need this changed? I hope to goodness that Adobe doesn't decide that all the legacy options are "no longer necessary." The "new" and "improved" Home screen was unnecessary extra UI as well. Snap to pixel grid was equally unwanted for me. And I have to set ALL of these options to make my Photoshop usable again on every machine I install it.

I can answer the second half of your question. Adobe put this back under "Legacy" at the request of users who wanted to be able to distort images without using Shift. If I insert an image with this forum software, btw, and scale it then I don't hold Shift to keep it proportional. The previous forum software worked the same way. Some of the other newer applications I use also scale proportionally without Shift, so it appears to be the way things are going, and not just with Adobe.
Since we are volunteer users who answer questions on this forum, we do not know what Adobe will do until it is announced, so we can't say when or whether Adobe will decide legacy shortcuts are unnessary. We do know, however, that the keyboard shortcuts for Channels that were changed in PS CS4 are still available in PS 2020 through Edit > Keyboard Shortcuts > Use Legacy Channel Shortcuts. I remember being upset when it happened, but got used to it quickly and can't imagine going back to these old shortcuts now.
