We currently own licenses for versions 6 and CS2. To develop for all versions, is there a less expensive way than to buy separate enduser licenses for the missing 3 versions?

Seems like we will need 6 licenses to be able to test thoroughly, 3 for me and 3 for our offsite developer. Is this right?
Maybe it seems like a silly question, but a straight answer would really put a smile on my face.
