Lighting Effect not an Option under Render

Went to add some lighting effects to my photo, selected the Filter tab, down to Render and Lighting Effect just isn't an option at all. I've looked in other places but there's nothing.

LATEST

Lighting Effects uses 3D, which is being deprecated in Photoshop. It is still available in v22.2, which you can find in the Creative Cloud desktop app, under 'other versions'; scroll down to the end.
