I am unable to access 'lighting effects' from the render filter in CC
I am up to date with Mac Sierra and PS LR 2017

Make sure your document has 8 bits/channel.

Filter gallery is 8 bit and hence is not in the list of 16/32 bit support that I linked above

The "Lighting effects" Photoshop filter is available on my PC, even when the image color depth is 16bpc.
However it is not available on my old Mac, whose graphics card is not supported anymore in PS CC-2017.
Can you tell the model of your graphics card?

I assume you mean 32 bits per channel.
The Lighting Effects filter is not available in this color depth.
