This was fixed with 10.14.1 but has returned in 10.14.2.

Previously it only affected Photoshop CC2019, but now it does the same in CC2018 as well.

It must be Apple graphics card drivers.

I have a work around, which isn't great but it works. Go to Adobe Photoshop, to Preferences, to Performance. Uncheck the box 'Use Graphics Processor'. That helps.

I think in this case the problem is Apple, they are responsible for good updates of their hardware.
