This is an issue with Photoshop 2024 on PC, and I think it has been an issue for a while, though I only figured out now how to replicate it.
If you open the liquify panel with your mouse, then use a Wacom tablet warp the image, and then click the OK button with the mouse, scrubby zoom (Ctrl + Space / Alt + Space and left mouse click) completely breaks. The camera just zooms in and out back and fourth extremely fast. The scroll zoom and panning still works though. The only way to fix this bug is to restart Photoshop entirely.
If you click the OK button with the pen tablet it doesn't break. It only happens when you use the pen tablet to interact with the panel, then click the OK button with the mouse.
I'm running Windows 11, Photoshop 2024, and a Wacom Intuos Pro M.
I have tried updating all of my drivers and the issue persists. Disabling the "Use Graphics Processor" does not fix the issue. Lack of ram is not the issue; I have 64 gigs of RAM, 34 of which Photoshop uses. Photoshop also has over 100gbs of scratch disk space. I'm convinced this is a Wacom-Photoshop communication issue.
If anyone has a solution to this I will be very grateful.

Just my opinion is will relate to this thread.
All of the features that include Spacebar seem broken.... maybe

Hmmm... Yeah it does seem like a lot of the panning and zooming tools/hotkeys are buggy when used in tandem with a Tablet. Thanks for the info.
