Want to import an action. Load Action is dimmedIt's dimmed. Why?
Click ActionSet first.
The action set is the folder, or set, that you put the action in. It appears that you have selected a step in an action called "Action 1" in the set (folder) called default. You are best off creating a new set and then creating your actions there.

It looks to me like you're in the middle of recording an action?
"Load action" is for importing an action set into Photoshop, one that you have saved somewhere on disk.
If you want to nest actions you can do that, but not like this. Load it first, then start recording. When you get to the point where you want to use a nested action, just play it while recording. But you need to get it into the actions panel first.

Agree, @D Fosse. I had looked for the buttons at the bottom of the dialog to check for this, but failed to look in the panel menu where it clearly says "Stop Recording".
