Hey out there, can anyone help me to deblur the license plate in this frame I exported from Premier? The driver of the car shown assaulted a stranger on the street. I'd love to get the license plate to take to the detective. Thanks!

Blurred photos are impossible to fix.

As has been said, the plate is not recoverable from this image. However, if you give this image to the police along with place and time of the photo, they may be able to find the car on nearby traffic cameras.
