This is a Posterized image (Image > Adjustments > Posterize) made by first converting the color image to Grayscale. Posterize in as many plateaus as you choose, then place each on a separate layer and lock the transparent area (Note the lock) and then Edit > Fill with your chosen colors.

[edit] To place each plateau on a separate layer, choose the grayscale layer, use the Magic Wand tool with Contiguous unchecked. Make the selection and Cmd+J. Return to the grayscale layer to make each selection.

An alternative approach, one that will preserve the black-levels, is to add a flat color layer to the Posterization and change that layer to Multiply, as shown here. (If desired, you may silhouette the subject and change the surrounding color.)
