Why isn't there a magnetic pen tool? Surely it would be easier to have now that selecting is getting better?

There is already a Magnetic Pen Tool in Photoshop:

(under Freeform Pen Tool)

In addition to Jeff's suggestion, go to Preferences > Technology previews and check 'Enable Content Aware Tracing Tool'.
Then try the Content Aware Tracing tool which is in the same slot in the toolbar as the regular pen tool. It is a bit different to the Magnetic option on the Freeform Pen but may help depending on the image.
