Major Transform Bug in PS

APP Version: Any versions post 24.3

OS is Windows 10

I am having an issue with transform tools 'sticking' that requires rolling back to an older version to make the software useable. I can now report this issue with an attached video.

An example

1. I activate the Warp tool

2. I adjust one of the Warp handles.

3. The Warp handle SHOULD now stay put while I make other adjustments.

4. Instead of staying put, the Warp handle may now still remain active, and follow my cursor.

The bug does not occur on every click. It occurs enough to interfere with workflow. Rolling back to 24.0 fixed it.

Earlier advice to roll back the driver version in my Wacom Intuos Pro had no effect. 

I would love to know if this is a known issue.
